The best way of clearing cutter is by running the blade in reverse.
Oil the head
Proper shredder oiling means lubricating the cutting heads of paper shredders. This ensures that your machine operates in tip top condition. The correct way of oiling the head is by putting shredder oil on a paper and running it through the shredder a couple of times in reverse direction.
